Compulsory enrolment in a lottery? This isn't remotely legal. Also I view lotteries as taxes on those that don't understand probability and money investing.

  The government can tax you. The government can give out money to random people. What do you mean not legal? Especially because the government writes the laws...

      Oh if you think taxes in general are illegal, go for it, but you should state that upfront instead of making it sound like you think this one is special.
