Yeah but it's not as big of a problem. Sure, no one driving SUVs is a slightly better outcome than only rich people driving them but the main gain is in preventing majority from driving them. Straight up ban is just very unlikely to happen for political reasons while making it more and more expensive and inconvenient might work.
