Iran has never been a democracy in its entire history. The supposedly democratic leadership that was overthrown was appointed, not elected. Mohammad Mosaddegh was not elected by democratic vote of the people of Iran, he was installed by feudal lords (Majlis) and a king (the Shah).
Today Iran is a theocracy, not a democracy. 70 years ago Iran was a feudal kingdom, not a democracy.
The Parliament of Iran circa the early 1950s could hardly have been any less democratic.
