Usually the bid process is circumvented (say, multiple smaller purchase orders) or the bids are directed.
A directed bid is one that makes very specif requests or weights them in such a way that only a "preferred" supplier/contractor can meet.
Of course, the preferred contractor is provided with the info through different channels. There may even be some back and forth to "tune" the bid before it officially makes its way into the formal bidding process.

- Ralfp 4y agoA directed bid is… Reminds me of bid for pursuit vechicles for Polish police that specified car chassis width range that only one car produced by Audi met.

- StrictDabbler 4y agoI can't count the number of projects I've fulfilled where the specs were archeological remnants of absolutely ancient directed bids. "... shall be capable of tracking 48 separate points per system and storing 13,287 individual records per point..." Just copy-pasted from a certain supplier's specs sheet in 1995 and never updated. I was also still seeing requirements for dot-matrix printers and color monitors in 2015.
