      It is, because misinformation goes both ways. Twitter makes it really, really easy for lies or misrepresentations of reality to get popular, even more so when "verified users" themselves may be spreading falsities. This seems a pretty clear case of it, when thinking about it, due to both Starlink being.. invulnerable to all current ASAT weapons due to its characteristics, and the inauthenticity of that (non-government) website, created on the 22th of March. Regardless, I doubt the statements from the author will be retracted.
