On the one hand the EU was legitimized for being responsible for rallying the different nation states against multinational corporations, on the other hand the result might not be what Europeans want and expect. I would assume that regulating these tech companies is mostly restricted to getting access to private information of their users. Perhaps there is a paragraph of providing option for integration to save face of the ambition to get more control.
