Do you have any proofs? There is a rule which forces you to exchange 80% of revenue but you can buy it back right away.
You can also pay in some countries overseas with Mir/UnionPay and having your payment converted via RUB/USD pair.
Currency exchange is also open as well, although you have to pay 12% fee when buying.

- vbezhenar 5y agoI think that you correct about Mir/UnionPay, but I absolutely can ensure you that as an ordinary person you can't buy USD cash in bank. You can try to find someone shady or just someone who wants to sell USD to you for a better rate than bank, but it's illegal in any case. Another option is to visit some border country which accept rubles, like Kazakhstan, although in Kazakhstan there's currently shortage of dollars as well.
