Maybe in some states, but certainly not all. ACA health plans are quite easy to manage for an individual in my experience. I spent maybe an hour or two a year of paperwork on health insurance when I was consulting. (Now that doesn't get rid of the nightmare you're likely to face if you have to _use_ the insurance for anything major... but that's just as true on an employer health plan, too.)
