I was wondering why the sanctions being put in place didn't include literally cutting off all network traffic from Russia, especially when the concerns about cyberattacks have been proving to be real.

Touchy I think-- strictly strategically speaking you don't want to restrict Russian citizen access to non-Russian sources of information and social media.

  Yes. Also a lot of the intelligence is going to be coming over the same wires from civilians using social media and agents. Keeping the internet up is a priority. Knocking an AS out here and there on the other hand for strategic reasons is a winner.
