  There are still separatists in south eastern Ukraine. They did down the MH17 because it flew through airspace the separatists had restricted but Ukraine did not. They first thought to have downed an Ukrainian military plane and advertised this fact on social media. It often isn't called a civil war because the Kremlin uses the conflict to question the legitimacy of the current Ukrainian government.
