I think that avoiding eviction is an important reason to pay rent but there are other, particularly not going into debt, not wrecking your credit score, and keeping your rental in the long term. I don't disagree that this was dumb as a blanket policy but this was also an emergency no one expected and no one knew how serious it would be in terms of health and impact on the economy.
