I think we need to acknowledge that user generated content will not be safe in all cases. Only a meticulous review of the material could establish fitness for kids. That cannot be the general rule though, so Roblox would need to add respective filters that parents have control over. Parents also need help in literacy in these issues. You cannot make the internet safe for children, so parents need to engage with question like this.
