Cancelling orders in a force majoure situation like this is normal, it’s not bad customer service. Working around this would be exceptional.

The first paragraph of the actual post clarifies that OP is saying if sellers are paying return fees, which is how returns normally work, then it's fraud. > Working around this would be exceptional. An option to delay shipment would not be 'exceptional', and it would not cost Amazon anything notable.
