They're talking about the fact that due to a lack of passports among certain people (probably immigrants) it would become de-facto ethnicity based.
- Scoundreller 5y agoNot just lack of passports, but France has tons of children born in France that aren't French citizens. For them, entering on a French ID card made life really easy. Getting and having a Malian or Algerian passport and then a visa for UK entry sets a high bar for entry.
