You asked for public policy that favors Jews. This one favors them but is not targeted to American Jews rather Israelis. Boycotting Israel is not about telling funny stories about Jews. I suggest you read a little about why the boycott exists in the first place if you truly want to know. I had no idea Israelis thousands of miles away are considered minorities in states like Texas and Georgia and many others. There is also a restriction on working for the state that you must not boycott Israel. This is as clear as day that its a violation of free speech by gov actors.
