I doubt it, but I guess its possible that is his only true north. If it is, he is going about it in a Machiavellian or Caesar like manner where he does not care about the impact he has while attaining those goals. But I also think it's possible that his actions are those of someone who is power hungry and does not care about what happens in his wake.
