I believe if you really want to be on the safe side, you should use software encryption and a mix of common hardware parts. Risk of being compromised are low, whereas I would suspect some backdoor with hardware solutions at this point. That there is political pressure for solutions like that isn't a secret. But some forms of encryption are possible on compromised systems.
