If we were going to make it illegal to sell or rent your vacant home to anyone but a homeless person, that might work. But there are probably a lot more than 15,000 migrants who can make competitive offers on those homes.

- closeparen 5y agoOne occupant moving out, cleaning, renovation, listing, showing, and getting to a new occupant's moving date is a process that takes some time. To the extent that apartments are turning over, some of them are going to be in this state at any given moment.
