As with any question asked by news media you should answer with a clear 'no' here.
The suggestions are bad. What do they mean by internal research that is shared with congress? User discussion containing personal information? Without any checks? This is an all about horrible idea and a disaster for people that correctly identified government surveillance becoming a huge problem. No such body can function efficiently in any modern state, it would work as badly as FISA courts in the US.
Also she proposes a government institution that is staffed with former social media employees? An institution restricted to former employees from Google, Facebook, Microsoft? And I should expect government to hold these companies to account? Completely laughable and dangerously naive.
To be honest, this is so bad I think it could have been Facebooks own idea to achieve regulatory capture to fortify themselves in shaping digital policy.
Decent privacy laws are a solution. Ownership rights on information are a solution. This is nothing sensible.
