  Could you perhaps qualify what makes that image illegal? I don't want to open it not knowing what I'm in for.

    It appears to be mostly random-looking pixels with some black streaks and a top section that is noticeably dissimilar to the rest of it. At a guess, it's the encoding of a binary file into pixel color values in a large image.
