I don't think that's true, at least about terraform. I see[1] version 1.0.2 updated 8 days ago (same day it was released). The installation[2] is also not that complicated. The documentation also seems to be easily to be found on the project's site[3]. Nix has its issues, like steep learning curve due to the language being functional and lazily evaluated, but it doesn't look like you even got to that point. If these things were causing you difficulties, perhaps you dodged a bullet.
