    In such countries you can usually pay a reasonable price (fully known upfront!) to skip the line.

        It's not exactly to skip you. It's to get into another place, that you can not access if you don't pay. It's basically "You have those basic needs filled here under those conditions. If you don't want that, there's a free market up there where you can bargain something better." Of course, how "basic" are the needs filled and what conditions vary a lot from country to country.
