- ralfd 6y agoFor fines to the treasury before they are paid: yes. After they are paid only after an act of congress (so never). For third parties I found: > Whenever it issues, a pardon will not interfere with any rights a third party has to recover damages for another’s criminal behavior even if that behavior has been forgiven by a pardon.
