It seems pretty clear that the only people he was both interested in pardoning and didn't know personally belong to a particular ethnic group that those two don't.

Some senate republicans are very much in the camp that they're traitors. Trump will be having a trial in the senate since he has been impeached. So he likely doesn't want to anger anyone.
