The issue here is probably that there are so many people on earth you'd have to invest in so many places that you'd be a poor country before getting any returns.
- imtringued 6y agoWell, in theory that would be the case. In practice as long as you invest printed central bank money carefully you can actually make a nice return. However I don't see why any country would have an obligation to invest into foreign infrastructure. It would be more politically acceptable to solve domestic problems first.
