We really need a one-bill-one-topic amendment to the constitution. I think that one be one of the most effective reforms we could possibly make to reduce both idiotic laws and wasteful spending. Both of these things often get shoehorned into other bills that "must" pass. The line item veto is a backhanded way to try to do this, but isn't the best solution.
