You can't draw too much current from the 3.3V pin. I don't know what current this fan needs but it is safer to connect to 5V as it has some more room to safely

  If you run into issues with the 3V3 line, you could take the 5V pin and put a couple 1n4148 or 1n400x diodes in series and drop it in 0.7V increments. The right resistor might do too, you’ll have to figure out the draw on the fan to calculate what works.
