I'm just wondering if it wouldn't be easier to do without the ROM and map the 16MB to RAM, and then carve out the last 64KB at the 16th megabyte for IO space for devices, using an AVR as a bootloader to download code into the RAM? That would make it easier to manage the memory and interrupt vectors, yes?
