How does one actually notarize an app without paying? I believe it requires Developer ID, which does actually cost $99/year I’m unclear on this.

  You only need an apple id to notarize apps for macOS. https://appleid.apple.com/account#!&page=create https://appleid.apple.com/account#!&page=create

    Nope, you need to have a Developer account.
