I personally think Tesla simply doesn't have the sensors for self-driving. I imagine the huge amount of data they've collected is largely useless because they aren't collecting the right data (e.g. LIDAR, radar, higher definition video)

They probably have the right data for safe disengagement. If they can solve that, the rest truly can be incrementally added.
