- kevin_b_er 8y agoThis looks like a declaration by the commercial interests that government reserach should no longer be free for the public, but instead over. This means governemetn investment goes to crony capitalism. They want trade secrets to have even more protection. The concept of the trade secret for a corporation goes against the first amendment. This is a reduction in fundamental rights in the name of avarice. They want more "transfer". This classically follows the model: Privatizing profits and socializing losses. The public pays, and a corrupt politician's friends profit.
