Really difficult to find public restrooms in San Francisco as well. just as a visitor there there were multiple times I needed to use the restroom and it was incredibly difficult to find a business that would let me use the restroom. Los Angeles has a lot of homeless people as well but there's tons of public restrooms and also businesses are a lot more generous with the restrooms.
