Sure thing, EU should work on improving the imperfect system; for what it's worth I personally think the EU state is little too socialist and too safe, if you will. But this isolated issue with this particular tax dodging scheme should be solved separately, as should "lowering tax rate", "reducing unemployment" et al. Enforcing law is different job than making law.
