How is enforcement so totally lacking? Why do they need to use police for it? Where I live, the police don't do that, the city council's parking wardens see a packed car blocking a lane and call a tow truck to remove it. So all the bus lanes and clearways (temporary no parking lanes) are always free when needed. Maybe if they towed a few UPS trucks, they'd send a message to the others.
