why would blockchain be excellent for that? why not just a regular db?

  Good question. I'm not an expert by any means, but would expect that the immutability of the record prevents a party passing the buck on who is responsible for the loss of luggage. But I suppose a DB could do that too. Maybe it's all hype ^^
