I think it is a great idea for devices to be web servers to allow remote devices to serve as their user interface. I lean towards using bluetooth as a discovery mechanism rather than wifi. Google's "Physical Web" I think does something along these lines, though I am not sure whether or not they are thinking about web servers on these local devices. I think that is a key part of the idea.

I feel like with Bluetooth, you have that entire extra step of pairing. Connecting to Wi-Fi is something most people are familiar with and do regularly ("Hey man, what's your Wi-Fi password?").

  With new bluetooth, as in with beacons, you don't have the pairing nightmares you did before. Of course here devices that host their own server would not be simple beacons, but they could be found the same way.

The only drawback to Bluetooth is range. In my house it's effectively limited to one partial intervening wall - anything more and the signal fades fast.
