Different cultures. I've worked in both. Personally I prefer cultures where the engineers are making decisions. It's harder, but most developers have a knowledge gap in the domain they are working in. Having them work on someone else's interpretation of a problem often leads to suboptimal solutions. If they instead increase their understanding of the business demands they can design more elegant solutions.
