Not really. I doubt it's better than the existing CPU coolers we use, CPU coolers just aren't practical for cooling buildings.

It's just ESDF, just move your WASD fingers one to the right. Works great for touch-typists because we don't have to move our hands. I highly suggest you give it a shot.

I don't know anything about h265 CPU accelerators, I'm comparing GPU HEVC (h265) encoding with a dedicated chip on the GPU to standard CPU encoding. (Using libx265 IIRC)
