use python and either django or pylons. Ruby will be familiar to you - rails might be a bit new. (coming from a perl background some (questionable) elements in ruby will please you like built-in regex operator ~ and backticks)

Take a look at what is out there. If you run a simple crawl with Heritrix (as example) you'll notice it stores everything in 'ARC' files which are basically compressed (zip) archives with an index to access individual records (via offsets).
