The only opt-out option visible in the keynote was a master switch to turn iCloud services on or off (it being on by default of course). I doubt they'd make it more granular than that as it would complicate things quite a bit while only mee

Ahh, I had assumed you were talking about a brand new application/service. If, as you mentioned in a reply to another comment, you're just exposing an existing web service to mobile phones then simply providing a mobile alternative to that

andrewf is completely right. You should plan for what capabilities exist today on the platforms you're targeting. Taking advantage of upcoming synergy is a lofty goal, but expecting it and making your plans depend on it would be a mistake.
