Are you familiar with MapLibre? It’s a great project. It’s an open-source fork of Mapbox GL. I’ve only used the JS variant myself but there’s definitely a native one as well.

These are a dime a dozen on the used market.. Could easily be one from the mid 2000s. Literally 1-3k for a 2005-08 (condition varies of course)

Isn't there a frequency difference between natural "leakage" and man-made disasters like this? Naturally occurring events made be damaging but happen at less frequency.
