If you are looking at fast and quick way to build DApps as a developer, you can look at Blockstack(now Stacks) blockchain. The API's are quite easy and lets you to build faster.

I didn't find a data collection tool which is secure and safe that led me to create Blocksurvey. It uses Blockstack blockchain for Decentralized Identity and data storage. All your data collection is encrypted using your own keys. Tech

This can done using DID(Decentralized Identities). You can look at projects like Blockstack( https://blockstack.org ). It helps in taking care of issuing keys and encryption. PGP could help as well. But may not be user friendly.
