This is no way to defend against inside threats. Any real threats will use other means of communication. Meanwhile this is just treating everybody as if they can't be trusted.

Thanks. My problem with Monopoly is that I always feel like about 10 or 15 minutes into the game it is clear who the winner will be, and then the next two hours are a slow grind in which everybody else slowly becomes dust.

Well, the framework hardware is much more likely to be used by somebody who can buy it secondhand, unlike a lot of laptops that are intentionally designed to be a pain to reuse/repair.

Yes, that's a good point. The document does specifically talk about avoiding contact with fallout, or removing it if necessary. Hopefully everybody gets inside before it drops.

If I were sheltering from a nuclear strike with a bunch of strangers, I think I would do the opposite - encourage everybody to come in close and share lots of hugs. Human beings need contact, especially while experiencing trauma.
