I would add Digital Ocean as a lower tier, they seem to have provisioning plugins for everything I use (mostly Vagrant) but I roll my own DNS and load balancing. Still US-based unfortunately.

Why do you think Canada wouldn't be as good for Central or South Americans? There are flights to Central and South America from almost everywhere in Canada. I speak Spanish in Canada often.

Multiple factors from my understanding, mostly because the DNS vendor expects a particular configuration and didn't complain when it accepted "bad" data for their systems.

Yes, I just recently evaluated switching my small team from JIRA->trello. I'd do it in a heartbeat if the licensing costs were better aligned.

They will JIRA-fy it or kill it. I use JIRA and pay for it, it is hell on earth for teams of 2-5. We looked into switching to trello to reduce overhead but... It cost more for less features. So we stayed with JIRA. They will kill trello so

The answer you want is to use Bootstrap 3. The reason is that you are new and tutorials will be written for that version. Although generally speaking I would start with 4, you also don't want to burn out on stupid unfinished/incom

Keep in mind we're not talking just about JS on the web running in web browsers. It runs on servers. It runs as standalone applications. If you are targeting a non-web environment you're not writing for quirks of different browser

I second this. If 10 or 20k isn't enough, what if you add a 0? Given your input time (labour) plus consumables (computers, internet service, food) you have probably spent 20-50k on development already.
