No matter where they were based they would be subject to US laws since they offer services to US peoples. (similar to how everyone here always points out that US companies are subject to EU laws if they offer services in the EU).

afaik yes, its what the for-profit companies like turbotax use as well. While its "modernized" in comparison to older systems it was originally created in 2004 (and you can tell because it has XML galore).

Actually this bug is in Microsoft.AspNetCore.App.Runtime which is an implict package that comes from the runtime. So simply updating your version of the dotnet should fix any vulnerable applications.
