Cloudflare has a VPN product, WARP. It's possible that they are clients of theirs doing the scanning. In any case I wouldn't think much of it. If you obsess over any garbage traffic you get you will go insane.

You got downvoted but this is correct. For a long time iOS didn't allow you to perform big downloads (apps, updates, etc) from the device if you were on mobile data because they didn't want to upset the carriers. But I believe tho
