I use evernote, dropbox and dokuwiki. Depends on the kind of data and the need to have it available at all times (you know, sometimes you won't be connected to the intertubes.)

Languages in computers are equivalent to languages in the real world: ways to express ideas (or solve problems.) So it's wrong to rate by language. Rate them by the problems they solve and how they solve it, if you want to rate them at all.
