We most certainly do have yearly property taxes in Australia. Your principal place of residence is exempt. Your holiday house, or your office building is not. That is why residential property is almost entirely freehold not leasehold.

Doubtful. Land taxes are extremely common in Australia. All land is taxable, however exemptions exist for your own principle place of residence (ie home). If you own a holiday house or investment property then your are liable for land tax.

Please provide an example of such a tool for PHP. Also provide a working example of PHP code where removing all annotations causes working code to fail silently. In my experience with using annotations in PHP if the annotations are missing

No. Everybody should learn about computers, how to turn them on, how to browse the internet, etc. Not knowing the fundamentals of programming does not prevent a person from achieving any of the above.
