I just started learning about Make today, but according to the other comments in this post, there are lots of differences, like incremental builds and parallelism. It also checks things like file modification dates and whatnot.

He's talking about installing the web server, not deploying the application. Deploying an application can be done with 1-3 commands in any language, since it has little to do with the language itself. All you need is a build or deployment
