Individual rational self interest is for the country to optimize for GDP per capita. It's in the interest of corporations and their lobbyists to optimize only for top line GDP. The former would probably be called populism.

There are very few transatlantic cables that carry all of the internet. It would be very easy to cut them. VPNs don't make any difference.

Usually clanish and highly nepotistic societies are classified as low trust. High trust is related to "I trust my neighbors to do the right thing" not "I trust them because they are of my clan".

Its easy enough for a a well resourced entity to take a pre trained model and deploy it on new hardware to save on the NVDA tax. It's far less likely for research and model training to happen outside the mature NVDA ecosystem.
